二王清永は、周防国(現在の山口県)に鎌倉時代から続く二王派の刀工である。二王派は、清綱を事実上の祖とし、南北朝時代から新刀期に至るまで存続した。同派の作風には大和物の影響が認められるが、これは周防国が東大寺の寺領を多く抱えていたことに起因すると考えられている。清永は室町時代初期、応永頃(1394〜1428年)の刀工とされており、現存する作品には応永の年紀を持つものも存在する。末二王を代表する刀工の一人である。 清永の作風は、地鉄においては小板目肌がよく約み、流れ柾を交え、地沸がつき、白気映りが立つ点が特徴として挙げられる。刃文は、細直刃を基調とし、小互の目を交え、刃縁にほつれ、打のけ、喰違刃などが現われ、小足が入り、小沸がつく。帽子は直ぐに大丸ごころとなり、僅かに掃きかける。作例として短刀が多く、平造、三つ棟で身幅が広く、反りのない姿のものが見られる。また、櫃内に鶴亀や二王の彫物を施した作例も存在する。 二王派の特色である地鉄に立つ白気映りや、刃文のうるみは清永の作品にも顕著に現れており、同派の作風をよく示している。重要刀剣指定の太刀の説示においては、「地鉄は小板目に流れ柾を交え、白気映りが立ち、刃文は細直刃調、匂口が明るく冴え、刃縁に沿って働きが見られるなど、同派の特色がよく現われており」と評されている。短刀においても、「小板目つみ、柾ごころ交り、白ける」地鉄や、「直刃、小互の目僅かに交り、小沸つく」刃文など、二王派の特色が認められる。
