This is a tanto by Kunitsugu of the Uda school, made in Etchu province during the late Muromachi period. The Uda school originated in Yamato province and moved to Etchu. Kunitsugu, along with Kunifusa, Kunimune, Kunihisa, and Tomokuni, were active smiths in the school.
