This is a daisho set (matching long and short swords) made by Inaba Shiie Ueno Kuni Suga Toshinaga in the Edo period, specifically in the 3rd year of Kansei (1791). The blades feature a honzukuri-ianemune construction with an ubu-nakago, and a grain pattern of itame-hada mixed with masame-hada. The hamon is a combination of notare, gunome, choji, and togari-gokoro, with ko-nie deki, tobiyaki, ashi, and yo. It comes with a black lacquer silver jago-mon saya daisho koshirae (matching mountings) and shirasaya, and is certified as Tokubetsu Hozon Token and Tokubetsu Hozon Tosogu by the NBTHK.
