This is an unsigned tsuba from the Mito Kinko school, featuring a design inspired by the Kibi Daijin Nyuto Emaki (Picture Scroll of Minister Kibi's Adventures in Tang China). It depicts a crescent moon peeking through clouds, a nobleman, and an oni on the front, with a stormy sea and Mount Fuji on the reverse. The intricate nunome-zogan (cloth-eye inlay) work is particularly beautiful, suggesting a late Edo period creation.
